To ask the Secretary of State for the Home Department how many foreign prisoners held on the prison estate have completed their sentences but have yet to be deported to their home countries; and if she will make a statement.

The UK Border Agency and the National Offender Management Service work closely to ensure that foreign national prisoners (FNPs) are removed from the UK at the earliest opportunity. In 2009, for an average month, approximately 550 foreign national prisoners were detained in prison beyond the end of their custodial sentence while deportation was pursued.

…I believe that it is reasonable to ask non-UK citizens appealing against some categories of immigration and asylum decisions to contribute to the costs of the administration of that appeal, where they are able to.

…I am today launching a public consultation on the mechanisms for introducing fee charges as I have outlined here. The consultation will be available from today on the Ministry of Justice’s website and will run for 12 weeks, concluding on 21 January 2011.

I welcome feedback from all interested parties.

The chief executive of the UK Border Agency, Lin Homer, updated the Home Affairs Select Committee (HASC) on 19 July 2010. The Case Resolution Directorate had concluded 277,000 cases up to the end of May 2010. She will provide a further progress update on the conclusion of these cases in her next correspondence to the HASC later in the autumn.

I am announcing today our intention to end the current suspension of enforced returns of failed asylum seekers to Zimbabwe. There are some Zimbabweans who continue to have a well-founded fear of persecution; we continue to grant protection to those people. As with any other nationality, every case is considered on its individual merits and against the background of the latest available country information from a wide range of reliable sources including international organisations, non-governmental organisations and the Foreign and Commonwealth Office.
