Somalia: safe for returns?

Free Movement 15 October 2013 The Upper Tribunal has listed an appeal to be heard in December in which it intends to give further country guidance about returns to Mogadishu. No doubt the case will address the contention long advanced by the Secretary of State that the situation has so improved that the current guidance – which finds there is in general a real risk of serious harm to those in Mogadishu – can be disregarded. The audacious attack on a Nairobi shopping mall last month provided a stark reminder that al Shabaab remain a potent force. That shouldn’t come Read the full article…

Somalia: Al-Shabaab’s Attacks on Westgate Mall and in Somalia

1 October 2013 Human Rights Watch Watching the horrific images and reports from Nairobi’s Westgate mall over the past 10 days has provoked other memories, many from Kenya’s neighbor, Somalia. In April, al-Shabaab militants stormed Mogadishu’s main court complex, killing at least 30 Somali civilians. As the attack unfolded, I waited apprehensively to hear of the fate of two lawyers I knew who were inside the courts. As information – and terrible photographs – slowly trickled in, I thought about how these lawyers had courageously defended people from trumped-up government charges in the very court now under attack. Eventually, I Read the full article…

Somalia: Mogadishu cannot qualify as an Internal Flight Alternative

26 September 2013 Amnesty International In May 2013, Denmark – along with other states – changed its policy towards returns to Somalia. Denmark no longer consider Mogadishu as having a situation of generalised violence that would put the lives of any Somalis at risk if returned there; an individual assessment determines the risk for any particular individual. However Denmark is now attempting to argue that Mogadishu can be used as an internal flight alternative; that is, that Somalis not from the city can be safely returned to Mogadishu. Amnesty International recognises that there have been improvements in the security situation Read the full article…

Somalia: UN Human Rights Council - High Level Interactive Dialogue

24 September 2013 Human Rights Watch The human rights situation in Somalia, particularly in the south-central part of the country, remains dire. The Islamist armed group al-Shabaab continues to commit serious abuses including targeted killings, executions and punishments amounting to torture both in areas under its control and in government areas, including the capital, Mogadishu. In Mogadishu, Somali security forces and non-state armed groups remain responsible for serious abuses. Targeted killings of journalists, clan elders, and officials have increased over the first seven months of this year. Internally displaced persons have been subjected to forced evictions, beatings and severe restrictions Read the full article…

Somalia: Forced evictions in Mogadishu put thousands of displaced at even greater risk

Amnesty International 13 September 2013 Thousands of people are being forcibly evicted from makeshift camps in Mogadishu as the government presses ahead with plans to clean up the capital, Amnesty said in a briefing released today. Forced evictions have continued and gathered pace in recent months despite the authorities’ failure to find an alternative safe location. “It is completely unacceptable for people who have fled to the capital for protection to be forcibly evicted. It has resulted in large scale human rights abuses. The government has a responsibility to protect this vulnerable sector of society and ensure their security,” said Read the full article…

Somalia: Rape and sexual violence - an ongoing epidemic

30 August 2013 Amnesty International Rape and other forms of sexual violence have long been part of the multitude of human rights abuses committed by different actors in Somalia, during more than two decades of conflict. Perpetrators have included government security forces, members of armed opposition groups, militias and private actors. Members of the peacekeeping force, the African Union Mission in Somalia (AMISOM) have also been accused of rape. Perpetrators operate with impunity in a situation of ongoing lawlessness resulting from decades without an effective central government, which has allowed different state and non-state actors and powerful interest groups to Read the full article…

Making love a crime: Criminalization of same-sex conduct in Sub-Saharan Africa

Amnesty International 25 June 2013 EXECUTIVE SUMMARY This report provides an analysis of the legal environment and wider context of human rights violations against lesbian, gay, bisexual, transgender and intersex (LGBTI) individuals in sub-Saharan Africa. Recent years have seen increasing reports of people being harassed, marginalized, discriminated against and attacked because of their real or perceived sexual orientation or gender identity. This is occurring in countries whose legal systems still condone the criminalization of consensual same-sex behaviour, and in countries where the police and justice systems are failing to prevent these crimes from happening. The continued criminalization of consensual same-sex Read the full article…

Somalia: Failed States Index 2013: The Troubled Ten

Fund for Peace By J. J. Messner & Kendall Lawrence 24 June 2013 Somalia 2012 was a year of change for Somalia. After the deterioration of 2011, the country rebounded slightly on the FSI. In September, al-Shabaab was forced to withdraw from its main strongholds, most notably Kismayo, after an impressive effort undertaken by African Union troops to dislodge the group. Despite this victory, there continued to be large numbers of suicide attacks in Mogadishu carried out by members of the group. The famine that claimed an estimated 260,000 lives in 2011 finally ended, although over 2 million people still Read the full article…
